Qué significa

Quejarse, o echar una bronca larga. 'Giving out to' alguien es reñirle; 'giving out about' algo es refunfuñar.
Intensificado como 'giving out yards' o 'giving out stink': una bronca sostenida.

Me estuvo riñendo una hora entera.

De dónde viene

Calco del irlandés 'ag tabhairt amach do', literalmente 'dar fuera a'. La trampa para el visitante es la lectura del inglés estándar: aquí no se reparte nada, y 'she was giving out' es justo lo contrario de la generosidad.
