What it means
To be amazed; as an interjection, 'wow' or 'you're kidding'. The clean parallel of охуеть, formed by swapping the mat root for the harmless фиг.
The derived adjective офигенный means 'fantastic' and is the ordinary way to praise something enthusiastically in front of anyone at all.

Where it comes from
The root фиг, a nonsense syllable adopted specifically to stand in for the mat root, plus the same о- prefix. Russian generates euphemisms by keeping the whole morphological frame and changing only the offending root.
