What it means

1. 1.

   Supposedly; apparently — and nearly always with the speaker's disbelief attached. 'Dique tá enfermo' means he says he is ill and I do not believe him.

2. 2.

   Used to quote someone sarcastically, standing in for a whole rolled-eye clause: 'me llamó dique pa' disculparse'.

  He gave me some story about having no money.

Where it comes from

A contraction of dizque, itself from 'dice que' — 'they say that'. The z is dropped in Dominican spelling because the sound is not there in speech. Common across Latin America, but the Dominican version is more sarcastic than most and appears in sentences at a much higher rate.
