What it means
The all-purpose coastal exclamation: astonishment, delight, outrage, or simple emphasis. Barranquilla and Cartagena run on it.
Also its literal sense, telling someone to stop being annoying — 'no joda más'.
The register is regionally calibrated. On the coast it is unremarkable in ordinary conversation; in Bogotá the same phrase sounds notably coarser.
Literally: Don't mess about.

Where it comes from
From joder, which in Spain is unambiguously crude and on the Colombian coast has worn down considerably through sheer frequency. The negative imperative form froze into an interjection, so no one parses it as a command any more.
