What it means
To get something going with someone — to start a relationship, usually a casual one. замутить с кем-то, and the noun мутки for the resulting entanglement.
Also entirely non-romantic: замутить бизнес, замутить вечеринку — to set something up, organise it, get it off the ground. The shared idea is starting something informally and slightly opportunistically.

Where it comes from
From мутить 'to stir up, to make cloudy'. The cloudiness is the point — a замут is something set up informally, outside proper channels, and the romantic sense inherits that deliberate vagueness.
