What it means
All you can drink, for a fixed price and — always — a fixed time, usually ninety or a hundred and twenty minutes with a last-order warning.
食べ放題 is the eating equivalent, and the two are often sold together as a course.

Where it comes from
放題 is a suffix meaning 'without limit', attachable to almost any verb stem: 言いたい放題 (saying whatever you like), 使い放題 (unlimited use).
