What it means
The second venue of the night, moved to as a group when the first party ends. Karaoke, a bar, a smaller restaurant.
The sequence continues — 三次会, 四次会 — and the numbering is taken seriously enough that people announce which one they are leaving at.
Literally: Second gathering.
