What it means
A very attractive person, male or female. Estar tremendo mango is the standard Cuban way of saying someone is gorgeous.
Used adjectivally with está: está mango — he or she is stunning. Note the verb: ser mango would be odd, because this is a state you are in, not a thing you are.

Oye, ese muchacho está tremendo mango.
Listen, that guy is absolutely gorgeous.
La vecina nueva es un mango.
The new neighbour is stunning.
Where it comes from
The fruit as a figure for ripeness and sweetness — the same instinct behind English 'peach' and Spanish bombón. Cuban usage is not unique here but the intensity is: mango is applied to men at least as readily as to women, which is not true of the equivalents in much of Latin America.
